23-year-old Kenneth Leitch charged

Delaware State Police arrested three people for disorderly conduct and related charges at the Department of Motor Vehicles in Georgetown.

The incident occurred around 2:50 p.m. on Tuesday, June 16, at 23737 Dupont Boulevard. A trooper was advised by an employee that a subject at her counter, 23-year-old Kenneth Leitch, of Rhodesdale, Maryland, had an active capias out of the New Castle County Court of Common Pleas.

The Trooper approached Leitch and advised him of the capias. As the trooper attempted to place Leitch in handcuffs, he allegedly resisted and slapped the trooper’s hands. Leitch’s girlfriend was with him and police said she also became disorderly and attempted to intervene to prevent his arrest. Leitch's mother then entered the DMV and, according to police, also became disorderly and attempted to prevent his arrest. The trooper did not sustain injure, although his uniform was damaged.  

Leitch was subsequently taken into custody and charged with resisting arrest, offensive touching of a law enforcement officer, criminal mischief and disorderly conduct. He was committed toSussex Correctional Institution on $2,500 secured bond.

Leitch’s 21-year-old girlfriend, of Harrington, and his 48-year-old mother, of Baltimore, Maryland, were charged with misdemeanors and released on $2,500 unsecured bond.
