Phillippa Vann charged with kidnapping, strangulation, assault and more
UPDATE: On Monday, August 20, Phillippa Vann was taken into custody by troopers at a residence located un the 400 block of South Main Street, in Bridgeville, without incident. He was charged with first-degree attempted rape, first-degree kidnapping, strangulation, second-degree assault, malicious interference with emergency communications and criminal mischief. Vann was committed to the Sussex Correctional Institution on $160,750 cash-only bond.
Delaware State Police are asking for the public’s assistance in a suspect wanted in connection with a kidnapping, strangulation, and other related charges.
On Monday, August 13, at 4:45 p.m., troopers were made aware that a female victim was at a local hospital with injuries she had sustained in a domestic altercation the day before. Further investigation revealed that 28-year-old Phillippa Vann, of Millsboro, had allegedly assaulted, strangled and attempted to sexually assault the 40-year-old victim, who tried several times to get away. At some point, Vann and the victim went to Walmart, where the victim was finally able to leave and drive herself to the hospital. She was later transported to another hospital due to the severity of her injuries.
Troopers have been unable to locate Vann, who currently has active warrants out of Troop 4 for first-degree attempted rape, first-degree kidnapping, strangulation, second-degree assault, malicious interference with emergency communications and criminal mischief.
