Each candidate was asked to respond to three questions.

1.  What are the top issues you will address in your campaign and what are your plans for moving those issues forward?

First and foremost, New Castle County will need to ensure revenue is adequate to sustain the quality and quantity of services needed to meet the needs of our residents. We also need to start filling our vacant and funded positions. These positions are built into the budget and do not cost us any more than is already allotted. They allow for better efficiency, better response times, and lower operational costs due to overworked and understaffed departments that shrink through attrition every month from retirement of an aging workforce. We also need to invest in technology in every aspect of NCC Government so that we can ensure fast and efficient services to our residents. Finally, we need to update the Unified Development Code to better fit current needs and situations. The old rules do not match the current needs for space and property. Forty year old concerns are not the same as today. We need to reevaluate and update in order to meet the needs of our current times, but also plan for the future.

2.  What makes you uniquely qualified for the political office you seek?

I am not only qualified, I was raised in this office. My father was the first district councilman for 15 years and I grew up around this office, in the communities, and served them alongside my family. I am aware of the concerns and struggles and what it’s like to grow up in the 1 st district, because I have been involved all my life not just the last few years. I know the past and current needs and work with my constituents every day. I have been elected as the councilman for the last two years by the very voters whom I have lived and worked with my whole life.

I have also been elected by this community to serve in many other capacities and positions through the years. From being on the Red Clay School Board for 10 years keeping the school tax rate down and making Red Clay one of the best districts in the state. I have also held the position of Chairman of the 13 th representative district of the Delaware democratic party for 10 years electing state, local, and national democratic candidates to office.

I was also elected as a delegate to the 2008 Democratic National Convention in Denver to represent Delaware and nominate are first African American as candidate for president along with our own Joe Biden for VP. I have worked with local businesses to bring good paying jobs to our community to help residents provide for their families. I have worked with our public safety department to come up with plans for keeping our streets safe and secure. I have worked with our council and county government on our vacant housing initiative.

I have worked on keeping our parks clean and accessible some of those include Biden Park, Klair Estates, Delpark Manor & Banning Park just to name a few. I have been endorsed by many groups in Delaware the Delaware Democratic Party, The Delaware State AFL-CIO, Delaware Building & Construction Trades Council and many of our area politicians and unions. Whether working in Wilmington, Dover or Washington I’m always working for all New Castle County’s constituents. As you can see I have been serving this community my whole life.

3.  What community groups are you involved with and in what capacity?

Clealand Heights Civic Association, Red Clay Consolidated School District Board Member 2008 thru 2018, DSBA Legislative Representative for Red Clay, Delaware Democratic Party Member of the 13 for 29 years and Chair from 2006 thru 2017, Delawareans for Environmental and Economic Development (DEED), Delaware Building and Construction Trades Council, Sheet Metal Advisory Board New Castle County Vo-Tech, Faithful Friends Animal Shelter, SPCA Stanton Delaware, United Way, Five Points Fire Company

Political experience: Elected to fill  st District council seat in a special election after the passing of councilman Joe Reda and have served for the last 2 years.

Elected to Red Clay Consolidated School Board District D in 2008 and re-elected in 2013 served for 10 years. I have served on the 13th Representative District of the Delaware Democratic Party for 29 years from 1989 and became Chair of the 13th from 2006 thru 2017.
