The Delaware State Police Sex Offender Apprehension and Registration Unit is looking for a Lincoln-area sex offender, identified as 18-year-old Javar Ricketts, after he failed to re-register his address as required by law.

Javar Ricketts, 18, is a Tier II, or medium-risk offender, and investigators obtained warrants for his arrest after they learned that he failed to re-register his address as required by law, said police spokesman Master Cpl. Gary Fournier.
Ricketts is described as a black man, 5 feet 7 inches in height, weighing 170 pounds, with black hair and brown eyes and is suspected to be in the Lincoln area, or may be homeless in the Seaford or Laurel areas, Fournier said.
Ricketts is also wanted on a warrant out of the Sussex County Court of Common Pleas.
According to the Delaware Sex Offender Central Registry, Ricketts has been a registered sex offender since 2011. He was convicted of third-degree unlawful sexual contact in 2009, endangering the welfare of a child and the child is a sex assault victim in 2009 and second-degree unlawful sexual contact in 2010, according to the Registry.
