  • The Delaware State Police Sex Offender Apprehension and Registration Unit is looking for a Lincoln-area man after he failed to re-register his current address.
    Perry L. Artis, 50, is a Tier II, or medium-risk offender, and investigators obtained warrants for his arrest after they learned that he failed to re-register his current address within three days as required by law, said police spokesman Master Cpl. Gary Fournier.
    Artis is described as a black man, standing 5 feet 1 inch in height, weighing 142 pounds, with black hair and brown eyes, Fournier said.
    According to the Delaware Sex Offender Central Registry, Artis has been a registered sex offender since 2011. He was convicted of second-degree unlawful sexual contact with a victim between the ages of 16 and 17, as well as third-degree rape of a victim between the ages of 12 and 15 in January 2010, according to the Registry.
