  • A 34-year-old Lincoln man was arrested Sept. 29 after he allegedly struck a horse with his motorcycle and then fled the scene.
    According to the Delaware State Police, the incident occurred around 6:50 p.m. as 40-year-old Michele A. Rose of Bridgeville was riding Chance, her 16-year-old quarter horse, south on Chaplains Chapel Road when she attempted to cross the roadway to enter a field. Police said after checking the roadway to ensure it was clear, Rose and Chance began to cross. Police said the sound of a fast approaching motorcycle startled the horse, causing it to remain in the roadway. The motorcycle, also traveling southbound on Chaplains Chapel Road, applied its brakes and slid on the roadway before the striking the horse on the right side. Police said after gaining control of the horse, Rose ran to the motorcyclist, later identified as Roosevelt S. Williams, who appeared injured. Police said Rose attempted to render first aid but Williams reportedly refused treatment and proceeded to get on his motorcycle and flee south on Chaplains Chapel Road. Police said Rose was able to provide a description of Williams, who was not wearing a helmet, as well as a description of the motorcycle to dispatchers in the Sussex County Emergency Operations Center.
    Police said around 7 p.m., Williams and his motorcycle were observed at the intersection of U.S. Route 113 and Seashore Highway in Georgetown. As police attempted to perform a traffic stop, Williams allegedly began fleeing northbound on U.S. Route 113. Additional law enforcement began pursuing Williams who was, at times, traveling at speeds greater than 100 miles per hour before a DSP helicopter was able to track the fleeing motorcycle throughout the town of Lincoln and Milford. Police said around 7:45 p.m., the helicopter advised ground patrols that the motorcycle was slowing to a stop in the area of Benson Road near Jefferson Road in Ellendale. Police said Williams ran into a soy bean field but, after a brief struggle, he was taken into custody.
    Williams was found to be in possession of 3.2 grams of synthetic marijuana. He was charged with over 70 traffic violations and also faces charges of resisting arrest and possession of a controlled substance, among others. He was committed to Sussex Correctional Institution in lieu of $13,950 cash bond.
    Williams refused medical treatment. Rose was slightly injured, but did not require medical attention. Chance did not appear to be injured.
