A 19-year-old Ellendale man is accused of raping a teen girl, while a 43-year-old Ellendale woman is also facing criminal charges after allegedly trying to stop police from arresting the wanted man Friday.
Milford Police Department spokesman Detective Dwight Young said police arrested 19-year-old Charles S. Kifer on July 19 as part of a joint operation between Delaware State Police and Milford Police Criminal Division stemming from a sexual assault that occurred June 20 near Bowman Road in Milford.
The incident occurred the evening of June 20 when Charles S. Kifer allegedly restrained and forced a 17-year-old female victim to perform sexual acts. Kifer also struck the victim in the face and strangled her numerous times.
Charles S. Kifer was found hiding in the attic of a residence in the 400 block of Main Street in Ellendale on July 19 and 43-year-old Dawn R. Kifer, of Ellendale, attempted to prevent police from taking him into custody. She physically struggled with police and was also taken into custody.
19-year-old Charles S. Kifer was charged with second-degree rape, second-degree attempted rape, strangulation, first-degree unlawful imprisonment and offensive touching. Charles S. Kifer was arraigned through Justice of the Peace Court 2 and committed to Sussex Correctional Institution in default of a $104,500 secured bond.
Dawn R. Kifer was charged by the Delaware State Police with hindering prosecution and resisting arrest. She was arraigned through Justice of the Peace Court 3 and released on a $1,000 unsecured bond.
