Department of Natural Resources and Environmental Control Secretary John A. Hughes has issued a Secretary’s Order directing the Division of Water Resources Wetlands and Subaqueous Lands Section to prepare and issue a permit and lease to Premcor Refining Group, Inc. to make repairs to Pier 1 at the Valero Refinery in Delaware City.


Department of Natural Resources and Environmental Control Secretary John A. Hughes has issued a Secretary’s Order directing the Division of Water Resources Wetlands and Subaqueous Lands Section to prepare and issue a permit and lease to Premcor Refining Group, Inc. to make repairs to Pier 1 at the Valero Refinery in Delaware City. The pier is used by the company to transfer crude oil from ships moored in the Delaware River to the refinery.

Premcor Refining Group, Inc. (Premcor), a wholly-owned subsidiary of Valero Energy Corp., owns and operates the Valero refinery, 4550 Wrangle Hill Road, Delaware City.

During inspections in October 2008, Premcor discovered that pilings at the Pier 1 main loading platform and the breasting dolphin (mooring structure) were deteriorated. Due to safety and environmental concerns, Premcor closed Pier 1 for service.

On Nov. 10, Premcor filed a subaqueous lands permit application to install five piles on the Pier 1 main loading platform. In addition, the application requested that an existing mooring structure (breasting dolphin) be removed and replaced at an immediate upstream location.

The Department held a public hearing on Dec. 3, 2008.  The Secretary’s Order directs issuance of a permit and lease to Premcor for the repair and construction work.
